Renewing a three-year or five-year certificate
Standard renewal requires six semester hours of college or WVLearns coursework tied to public education, completed after your last certificate took effect and no more than five years old, with a minimum 3.0 GPA per course. Converting a three-year certificate to a five-year certificate
Moving from a three-year to a five-year certificate adds two more requirements on top of the six semester hours: two years of full-time teaching experience, with at least one year in a West Virginia public school system or accredited private school, and completion of the Beginning Educator Internship/Induction program (or an official exemption). Teachers who haven’t met the experience requirement can still renew for an additional three years by completing six semester hours of coursework or meeting the coursework exemption.
Converting to a permanent certificate
WVDE recognizes three paths to a permanent Professional Teaching Certificate, all requiring five years of full-time teaching experience with at least one year in a West Virginia public school system or accredited private school, and completion of the Beginning Educator Internship/Induction (or exemption):
- Hold a three-year certificate and a master’s degree, plus six semester hours of coursework (waived with a Master’s +30 classification or at age 60+)
- Hold a five-year certificate and a master’s degree. No additional coursework is required.
- Hold a bachelor’s degree and have been issued a five-year certificate twice, plus six semester hours of coursework (waived at age 60+)
Separately, West Virginia Code §18A-3-2a lets teachers with a bachelor’s degree, 10 years of teaching experience, a valid certificate in good standing, and no unsatisfactory evaluations apply for a permanent certificate without additional coursework. Educators who’ve earned National Board of Professional Teaching Standards (NBPTS) certification are also generally recognized as meeting permanent-certificate qualifications, though NBPTS holders should confirm current eligibility with their county certification officer since it isn’t one of the three standard options listed on Form 4T.
Educators completing renewal coursework may also be eligible for tuition reimbursement under West Virginia Code §18A-3-3a, though funding is limited, first-come, first-served, and prioritized for verified critical shortage areas. Separately, teachers who hold valid NBPTS certification and are employed in a West Virginia public school can receive an annual $3,500 state salary supplement, plus an additional $2,000 for teaching in a high-needs school.
Reinstatement of Certification
West Virginia doesn’t have a separate “reinstatement” application for an expired in-state Professional Teaching Certificate. If your certificate has lapsed, you renew it through the same Form 4T process described above rather than filing a new application from scratch.
